Will has a varied background in construction, farming, food distribution, business development for underserved communities, manufacturing, and high-speed inspection, specifically in illumination for imaging. He was involved in an LED lighting startup when LEDs were still primarily used as signals and indicators on electronic devices, adapting the technology for machine vision applications. He has worked with U.S., Japanese, and Canadian companies in business development and sales and has consulted on product design for machine inspection. Locally, Will has been involved with Habitat for Humanity and The Makery and has helped start four FLL LEGO teams in Middlebury and Vergennes. His education is in business and English.

Vance holds a BS in Electronic Communication from the University of Utah and an MA in Teaching from Westminster College. His professional background includes more than a decade working in the telecommunications industry, as well as experience teaching physical and special education in parochial, private, alternative, state, and charter schools. His varied career has given him experience working with people and organizations across the U.S. and Canada. Now living in Middlebury, Vance is a stay-at-home dad with a child in the ACSD school system and is involved in local youth sports. He brings his background in education, communication, and collaboration to his service on the PAHCC Board.

Kim first came to Vermont to attend Castleton State College, now part of Vermont State University. After working as an educator in Massachusetts, she returned to Vermont in 1991 and has lived in New Haven for more than 20 years. Kim’s involvement in local education began when her children entered school, first serving on the Bristol Elementary School Board and later the Mt. Abraham Union High School Board. That role led her to serve on the PAHCC Board, representing Mt. Abraham, and she continues to serve as a Community at Large member. Both of her children attended the Career Center; one went on to become a successful graphic designer and the other an established commercial house painter.

Originally from Cornish, NH, Laura graduated from Hartford High School in White River Junction before attending Cornell University, where she earned a BS in Animal Science. She went on to earn an MS in Animal Science at Ohio and pursued PhD work in Dairy Science at Virginia Tech. Laura and her husband, Richard, returned to Vermont in 2016 and settled in Middlebury in 2017. She currently works as a dairy nutritionist and support specialist for feed formulation software. Coming from a long line of educators and blue-collar workers, Laura was raised to believe that volunteering in your community is essential. In her spare time, she enjoys gardening, sewing, reading, kayaking, and spending time with her two children, dog, and cats.

Kristina has served as Executive Director of the Vermont Nursery and Landscape Association (VNLA) since 2004. The VNLA is a statewide professional organization serving the horticulture and landscaping industry in Vermont and beyond, and is also the producer of the biennial Vermont Flower Show at the Champlain Valley Expo. Kristina is a graduate of the University of Maine, Orono, with a degree in Plant and Soil Science. She makes her home in North Ferrisburgh, where she and her husband raised their two now-adult children. These days, their dogs get all the attention.

Judd grew up in Vergennes and has worked in excavation, trucking, well drilling, agriculture, and the building trades. He has been a Bridport resident for about 15 years and has two children in the ACSD school system. Judd and his wife owned and operated Daily Chocolate in Vergennes for 12 years before selling the business in December 2020. After working in the building trades for about nine years, Judd decided to go out on his own in July 2020, starting Robowski LLC with a niche in small jobs.

Steve Orzech, Vice Chair - ACSD​

Steve was originally trained as a Computer Systems Analyst and worked in the field for five years before switching to Social Studies education in 1992. He recently retired after a career teaching Technology and Social Studies to students ranging from the middle grades through high school in several states and Brazil. Steve holds an A.A.S. and B.S. in Computer Information Systems from Purdue University and an M.Ed. in Curriculum and Instruction from the University of Virginia. Originally from Indiana, he settled in Middlebury in 2009 with his wife and youngest son, who later graduated from PAHCC’s A.R.T. technical program. Steve can often be found walking around Middlebury or hiking the TAM with his Entlebucher Swiss Mountain Dog, Circe.

Steve P. splits his time between serving as owner and lead instructor at the American Brewers Guild Brewing School and working as Head Brewer at Drop In Brewing in Middlebury. He attended high school in Scotland and graduated from Heriot-Watt University with a degree in Malting and Brewing Science in 1982. He has worked in the brewing industry ever since. Steve moved to Vermont from California in 2002 and has a personal connection to career and technical education, with both of his children having attended programs at PAHCC.

Dan grew up in Connecticut and attended graduate school at the University of Illinois at the Chicago Medical Center, earning a Ph.D. in Biochemistry. Since then, he has spent 30 years working in preclinical and clinical pharmaceutical research, including immunology, cancer, and neurology/psychiatry. Now “mostly” retired, Dan is passionate about hiking and skiing and enjoys woodworking, residential construction, and general “handyman” projects. Living in Addison, he appreciates Vermont’s natural beauty and its efforts to mitigate climate change. Going forward, he is keen on contributing to his community and facilitating progress.

Elizabeth is a Bristol resident with deep ties to the local community and its schools. Her son is the fourth generation of her family to benefit from the educational opportunities offered throughout the region. Elizabeth has served on the Mount Abraham Unified School District Board for several years and currently represents MAUSD on the PAHCC Board. She is passionate about supporting an educational system with the flexibility to meet students where they are and help them reach their full potential. She also values strengthening the relationship between the learning community and the greater community to create opportunities for students and families.

Act 170
Vermont's Education Transformation Law

Act 170 serves as Vermont’s legislative framework for restructuring public education governance and service delivery. The law does not immediately merge school districts or alter daily school operations; rather, it establishes a structured multi-year process for regional collaboration, administrative resource sharing, and governance evaluation.

Under Act 170, regional efforts are split into two distinct tracks:

Cooperative Educational Service Area (CESA)

Cooperative Educational Service Areas (CESAs) are regional partnerships in the process of being formed to streamline administrative services, share operational expertise, and improve regional efficiency without altering district boundaries.

  • Shared Service Focus: CESA's goals are to facilitate collaboration across special education, business and financial management, IT support, facilities planning, transportation coordination, and Career & Technical Education (CTE) initiatives.

​

 

District Merger Study Committee

 

Act 170 mandates that every school district participate in a study process to evaluate the potential benefits, educational opportunities, and financial impacts of school district unification. While participation in the study committee is mandatory by state law, any final vote or decision to merge remains voluntary.

​

  • Our Regional Study Group: PAHCC participates in a regional study group alongside neighboring districts, including:

    • Addison Central School District (ACSD)

    • Addison Northwest School District (ANWSD)

    • Mount Abraham Unified School District (MAUSD)

(Lincoln School District has opted to join a separate study group).

​

  • Committee Structure: The Merger Study Committee comprises appointed school board members from each participating district.

​

  • Agendas & Minutes: Meeting warnings, agendas, and public documents will be posted centrally as the committee begins its formal study process.
