MINUTES OF THE HANNAFORD REGIONAL TECHNICAL SCHOOL DISTRICT
Wednesday, November 9, 2011
Present: Lynn Coale, Mark Perrin, Wendy Meunier, Kim Farnham, Jason
Larocque, Wanda Bouvier, Mark Bouvier, Laura Adams, Holly Tippett,
Fred Baser, Tim Steady, Laura Galvin
Absent: Chris Wyckoff and Bill Scott
Visitors: Kelley Mills, Karen Nawn-Fahey, Jake Burnham, Michael Kane, Bjarki Sears, and Dan Sparling. Dan Sparling and Bjarki Sears spoke on behalf of the Video Tech Program; letting the Board know that it is a great program and should continue to run.
Bjarki Sears is also the President of the Middlebury Teachers Association.
The Board was presented with a draft budget. The Budget & Policy Committee recommended the budget not exceed 2%. There are several programs that do not meet the standard and all programs cannot be eliminated. Lynn Coale is recommending Video Tech. and Sustainable Landscapes be eliminated. This budget is a 2.4% increase for next year. This budget is a 1.4% increase from two years ago. VEHI says there will be between 3% and 5% increase in their rates for next year.
Mark Perrin and Laura Galvin reviewed the bills and presented them as follows:

Moved by Mark Perrin to approve the bills as presented, seconded by Laura Galvin. Motion carried.
Moved by Kim Farnham to move agenda item #5 to the end of the meeting, seconded by Mark Perrin. Motion carried.
Moved by Mark Perrin to approve the minutes of the October 12, 2011, meeting with the following corrections:
Bill Scott moved to offer early retirement under Option A, it was discussed, and voted down.
Students participating in the Day of Caring get a day off from attending classes and one could consider volunteering outside of school.

The Program Committee’s job is not to look at data from each program; that is administration’s job. The Program Committee was evaluating its role and no action was taken.
This motion with the corrections was seconded by Jason Larocque. Motion carried.
Karen Nawn-Fahey reported on the Accuplacer test given to grade 11 and 12 PHCC students. With the arithmetic part of the test no calculator was used. The results of this test were given to all high school guidance counselors.
Mike Kane and Jake Burnham reported on their trip to Denmark.
Assistant Director’s Report –
Action plan is being worked on.
Draft of advisory guidelines is in the works.
STEM Academy.
Working with the Human Services Program.
Good quarter 1.
Evaluations are being done.
Awards recognition will take place next week.
Will be attending a camping trip to Paul Smith’s College.
Will complete last course for certification.
Director’s Report –
Working on winter schedule for the Adult Tech. Ed. brochure.
Lighting project is moving forward; kitchen is most dramatic.
Written a grant to use our facilities to teach STEM.
Met with Policy & Governance Committee.
Math/Science partnership was cut from the budget yesterday.
We sold the homes built by Building Trades; both went in August.
Moved by Kim Farnham to go into Executive Session at 7 p.m., seconded by Laura Galvin. Wendy Meunier was asked to stay. Motion carried.
Came out of Executive Session at 7:30 p.m. Moved by Kim Farnham to allow Cheryl Werner an unpaid leave of absence as outlined in Cheryl’s request for the fall of 2012, seconded by Laura Galvin. All in favor, motion carried.
